The government partners are negotiating these days against the clock the package of measures included in the response plan to the consequences of the conflict in Ukraine. In a context of a general rise in energy prices, the Ministry of Social Rights, which is headed by the general secretary of Podemos, Ione Belarra, proposes the creation of a 300-euro check to pay for energy supplies generated in homes, that is, electricity, heating or hot water. The detail of the initiative, to which EL PAÍS has had access, limits this benefit to those families whose joint income does not exceed 70,000 euros gross per year.

Although in large part it will be the European Council held this Thursday in Brussels and in which President Pedro Sánchez participates that determines the strategy within the EU, the coalition Executive has been negotiating the proposals in parallel since last week PSOE and United We Can. The group led by the second vice president, Yolanda Díaz, has transferred to the socialists a political document that includes different measures and that has not been made public in full, but in which it calls for the freezing of rental prices, as they have done know their leaders. In the meetings, where the Secretaries of State for Social Rights, Nacho Álvarez, and Employment, Joaquín Pérez Rey, participate, in addition to the Chief of Staff of the Second Vice Presidency, Josep Vendrell, other measures are also being worked on that are in line with reducing the electricity and gas bill and the benefits of electricity.

The purpose of the energy check proposed by UP is to “alleviate the effects” on family income caused by the rise in electricity and gas prices derived from the escalation of war in Eastern Europe in order to “guarantee” its supply. . As specified in the development of the measure, the management and payment of the aid will correspond to the autonomous communities and cities (Ceuta and Melilla), which will be in charge of verifying compliance with the requirements by the applicants to be beneficiaries and also to pay the benefit, which will be made in a single payment.

Once the aid has been paid, the same administrations must submit a quarterly report to the competent body of the General State Administration. As detailed in the document, the check is compatible with other forms of aid granted for the same purpose that come from any administration or public or private entity.

The initiative for the energy check for families was advanced by Ione Belarra more than ten days ago in a party act. Initially, the training proposed it as a universal aid, with an estimated cost of 5,700 million euros. From the Ministry of Social Rights, a series of proposals have been sent to the rest of the Government aimed at deploying a new “social and green shield” that include the extension of the social bonus – with an increase in beneficiaries and the regulation of the so-called precautionary principle to stop the cuts to people in vulnerable situations—, the extension of the anti-eviction decree and the simplification of the requirements to access the minimum vital income, as well as an increase in the amount of the benefit (by 18% in the case of a single person), the access income thresholds and the lowering of the minimum age to receive it from 23 to 20 years.
